The train tracks are the problem, not the neighborhood they go through. The train needs to be grade-separated, not the city streets. Grade-separating Castro Street at the Caltrain tracks would destroy the first block of Castro Street as a walkable downtown street because it would be the ramp to the overpass. Don't do that to Downtown. Find the money to grade-separate the Caltrain tracks.

I don't disagree with you, Bruce. My error is a syntactic one -- I should've written "grade-separate the tracks from Castro." I didn't mean to imply a particular design, especially since no feasibility study has been done here. Regardless, I hope the description I've written makes it clear that a bike/ped friendly design is ideal.
