It has some great information on the various criteria anchor stores evaluate when considering a site for their retail business. Here's a quote that should sum it up "It
is intended to provide a set of tools that can be used by retailers, business and merchants’
associations, government agencies, as well as neighborhood and community associations
to address and resolve the issues that are affecting retail districts."

We currently have some aspects of open-air markets but only during the folk festival www.lowellfolkfestival.org/fam... There are several artist studios, lofts and venues dotted throughout the city but nothing open and on the streets besides folk fest. Just an idea, get a special events permit and street closure for Middle Street in downtown, hosting the event there. You can get all the info here: www.lowellma.gov/depts/officeo...
