If we are not going to let the Hyatt build their conference center/ballroom (which could potentially be really good for local businesses, and we are not opposed to), then the next best use of the space would be as a well-landscaped, public park with a performance area. This could be a great central area for people to gather during first Fridays, and would contribute a lot to the revitalization of the Congress/State St. area.
In the past, the area has been a popular hangout for the homeless, but if it were improved and landscaped a bit, it would be a lot more appealing to average folks as a spot to sit and enjoy lunch, to host free/outdoor concerts, and just as a nice addition to our city's park system.
