I used to do more with the San Francisco Late Night Coalition (their proposal is posted here: www.sflnc.com/legislation.html...
to Extend Last Call) and there were stats that a 4am (or later) last call is actually beneficial in many ways:
- most people self-selectively end their evenings around 1:30/2am regardless of last call so pushing it back means less people all leaving/driving at that time so the streets are safer (especially for us bikers)
- economically the places that do choose to stay open later (not all will of course) will have more economic opportunities for their employees (as well as the folks who are off work and needing a drink! - again, like me :)
- as Chirag says, there are statistics that prove that a later last call = less binging since you can drink all night so you don't have to get sh#@faced before last call and hence less aggro behavior
