What kind of financial incentive could we offer for following guidelines, it seems like the only thing that could be done would be to fine them for not following the guidelines.

Also, many of riders are the ones who are purchasing their throws.

They might be able to pull off the electric tractors if they could manage to tap the street car lines for power. I don't know how feasible it would be with battery powered electrics though. All of the starting and stopping is a pretty ideal application for regenerative braking.

Good motivations, but I don't know about some of the ideas.

We can get them to raise free range chickens and herd the goats that will be maintaining our green spaces.

We could also plant some fruit trees in the neutral grounds so they can harvest these fruits. If we do that, they will probably need to get a permit from city hall and win a medallion in a lottery like the pedicabs.

Maybe you should investigate putting a crime prevention district on the ballot. It increases your property taxes, but what you get in return is increased police presence, community engagement, and responsiveness from the NOPD.
